This shouldnt be a 1 drop.

This is a powerful classic card that definitely should have been 2 or 3 to cast. A first turn Black Vise will generally guarantee at least 5 damage to your opponent. It's even worse for them if they are playing a slow deck. The potential for such a quick, cheap advantage is too good. 5/5

I would imagine its banned because playing it first turn is a lightning bolt that sticks around and punishes your opponent afterward. You're guaranteed to hit them for 3 damage first turn, and will likely hit for 2 or 3 the following. Combine this with effects that make all players draw cards and it brutalizes an opponent.

This is a stupidly cheap card, but in today's environment, they could legalize it in Legacy. If they ban this in that format, they might as well ban dredge as well. Cards like these made stroke and others extremely fun to play. Did I mention that this also adds to tolarian academy mana?

blackvise is great when combined with decks that force an opponent to hold cards in hand such as land destruction, or simply blue decks that can force your opponent to draw cards on your turn, and on their's they take damage. And if some one is playing sellbook with a hand full of cards or library of leng it punishes them.

Black Vise in itself isn't that big of a deal. Multiple vises, as someone said before, ARE a big deal. And with the same CC (colorless even) as Lightning Bolt it's a very brutal card.
Black Vise was responsible for a lot of heated arguments in my playgroup 15 years ago when we played casually. So we banned it as a houserule. You have to consider that in the Ice Age/4th edition period, a game of Magic was a lot slower than it is now. So if someone got a Black Vise out in the first turn, it was usually good for a solid 6 to 10 damage. Playing multiple vises would get you punched in the face. It was definitely the most annoying card you could face. A particular evil deck I had in those days had 4 Black Vise, 4 Necropotence, 4 Dark Ritual, 4 Strip Mine, 4 Sinkhole, 4 Boomerang and other bounce spells, a few Demonic Consultation and Ivory Tower/autocard... Turn 1: Play Swamp, tap, play dark ritual, play 3 black vises, pass turn
Opponet: 7 cards in hand, take nine damage. Draw, play land "maybe," play one drop spell "maybe"?
Turn 2: Play Island, tap, play ancetral recall, opponent draw 3 cards, pass turn.
Opponent: 9 cards in hand, take 15 damage, lose game.
