Ok, the rulings of this card say that X can be 0, and yet I was always told that you can't pay 0 for an x cost...I'm confused.

Interesting... The rulings on Fireball say that you can choose 0 targets, but the rulings on this one say you can. I don't see any reason they'd be different-- Which is correct?

@Dragonspeaker1995 - You can always pay X as 0, no matter what the card is. Whoever told you that is wrong.

Can possibly take out 2-3 creatures and even ping the player, or just blast the player in the face for the win. Good option over fireball.

The problem here to me is, up until you're paying X=3, cone of flame is always better. Sometimes you may have to take 1 damage or deal it to one of your creatures, but at least to me that's so rare and so meaningless that I'd never replace it over this.
For dealing with tons of small creatures, you have pyroclasm and others like it
For dealing with one big guy, you have any of the disintegrates or shivan meteor
I don't understand why this is rated so high..
