Even with alternate ways to put charge counters on artifacts, the 4-mana casting cost makes this unplayable.

Are you guys kidding me? This thing uses CHARGE COUNTERS y'know, the ones were you aren't supposed to use the overpriced ability on the card to get them, but along with proliferate you get plenty of free mana. Throw in a colorless deck with the rest of the batteries

For anyone with a choice, may I direct your attention to the Rainbow Mana Battery. It may not be strictly better than this venerable cycle, but it comes pretty close.

Seems like the wrong color for a card like this (unless you play a lot of fatty artifacts). I personally just haven't seen a whole lot of expensive white cards, so by the time this would be playable, I would normally be mana-flooded. I suppose this is because I play a lot of white weenie decks though.
HOWEVER, my friend's white artifact deck featuring darksteel myr platinum angel mirrorworks and crescendo of war could probably use this, although he already has multiple copies of the ursa lands anyways.
