They print bad cards intentionally to slow down power creep. But power creep is only measured by the top creatures, not the junk creatures.
One day Magic players will go on strike, demanding that wizards stops printing horrible cards. Remind us again wizards why we spent 2.99 on your booster pack?

fair costing card for a strong creature. Not really my cup of tea though. Timmy players will find love with other cards in green that are cheaper. Johny players wont even look at this card. And Casual players who need filler for their decks might throw 1 or 2 copies of this in just so they can play with their friends.
This card is destined to only ever seen Very, very casual play with extremely new players who have a small pool of cards.

He's acceptable in limited, when you need to fill your high mana slots.
On other hand... Alpha Tyrranax, Molder Beast, Flameborn Hellion, Saberclaw Golem, Bleak Coven Vampires, Scrapdiver Serpent... heck, it seems like every color except white got better alternative.
