True, any non- artifact deck would make better use of Your Puny Minds Cannot Fathom or Your Fate Is Thrice Sealed but this works really well with Thran Dynamo from the dragons Archenemy deck. You can turn 2 mana into 3 and with the discount, cast a 5 mana artifact on turn two.

It is most certainly not "worthless" in decks without artifacts. Would you really turn down drawing two cards for free? Obviously I don't recommend running it in a deck without artifacts, but... come now.
