My friends have conflicting opinions, so I'l ask here? May I use this guy as a commander in EDH? And if so, am I restricted to colorless, or could I use blue as well?

@degozaru: Colour Identity rule specifically for EDH/Commander states that mana symbols including abilities constitute the colours you are restricted to when using the Legend as your General/Commander.

Yes, that is how it is determined now. For instance, Bosh, Iron Golem is a Red Commander.

You're play group would have to be a bunch of jerks to not let you build a blue EDH deck around him. That said, you're a jerk for wanting to use such an un-fun general, so you kind of deserve each other.
