Why does an Innistrad card refer to goblins? Although the flavor text could be from a planeswalker's perspective, it would have made more sense flavor-wise to compare them to something within the plane. Maybe, though, this card is foreshadowing the existence of goblins in another set in the block, but I have trouble imagining how they might fit in.

This would be a lot better if it was just one mana less. Compared to Goblin Arsonist or Perilous Myr this guy just falls a bit short. It would be a lot more playable if it was simply a 2/2 and one mana less that still pings three to make it fit better with the previous two. Still, it has it's uses. The built in bolt makes it a great blocker and I know it is very playable in drafts in the right decks. 3.5/5

Devils have cool flavor. That's all the reason needed to include the type.
I have to imagine this guy would actually have been pretty useful in draft. A splashable common creature with removal/burn attached could easily have been snatched up after the rare and better uncommons got picked over.
I doubt it's seen much play since, but that's okay.
