lol, a 1.8 rating? I don't think so. The 3CC casting cost may be tough, but this turns any creature into a better-than-deathtouch murderer.
At least a 3.5/5, possibly better with combo potential. Throw it on the usual host of Green creatures that are an enormous pain:

5/5 because this bypasses protection. E.g. attack with grizzly bears + venom, opponent blocks with progenitus. Dead progenitus.

4th Edition's phrasing was so weird, it would work as a global enchantment with no other changes.
It wouldn't be as good as it sounds, though. It would only kill something when both sides survived combat.

Yeah this is murder on something like taunting elf. Can even attack on same turn you enchant this. So it pretty much reads, "Destroy all untapped creatures your opponents control". One sided wrath is very powerful.
