Works best in Call of Cthulhu. Pretty much guaranteed everyone will sink all their mana into it.
5/5 because milling everyone including yourself makes me happy in the same way Collective Voyage does, only for the exact opposite reason. This and Collective Voyage have a love-hate relationship. :D

All the Join Forces cards are crap, since in many cases beside 2HG or Emperor, you won't see any other player using this option. They know that your deck - if it uses such a bad card - tries to build up some combo with it.
In my opinion, Join Forces should be something that gives any other player the option to pay mana as well. But EITHER to give them the option to also gain a benefit that depends on the mana they've spent OR to increase the output for you. In either way, those players who didn't pay any mana shouldn't get anything.
The first option would be better than it is now, since anyone who didn't used up the mana this turn also benefit from it and this creates some sort of "balance".
The second option (see the Join Forces dragon) doesn't help any other player. But more than one player can combine their forces, if they notice that the target is worth it. F.e. if there would have been a Fireball with Join Forces, they could decide to add some additional damage.
