And it's from a gold block with a domain theme, where destroying 1 or 2 lands can totaly screw a player over.

Normally rather a handy sideboard card,
but amazing if you run that one in a land animation deck!

Hah, the spell's text is just so complicated and conditional, it's like Wizards tried to say "Destroy target Rishadan Port" without being obvious. Love it.

The double cantrip is interesting mechanic. I'd like to see more of this.

I think the best part is the instant-speed two card cantrip. Yes, the actual ability on the card is conditional at best, but as Mode and odd-templar provided, it's still a great card to keep in your sideboard, or even main deck alongside not only land animation decks, but in land recursion decks as well that run cards along the Landfall technique, and cards that run the Crucible engine. I'm thinking of getting it for my sideboard land-lock deck to protect against Wastelands, Strip Mines and the like.
Excellent card, in all relevant ways.

Am I missing something? Because all I see is Instant, "Draw two cards." Can't you just cast this and not counter anything?
@WhiteWizard Aww :(

Counter Ajani Vengeant's ultimate, destroy him, and draw two cards all for 2 mana? A very nice sideboard card.

This card's effect is so powerful because its versatility is quite low: ita can only target a spell or ability which targets a LAND YOU CONTROL. It's true that Wasteland, Strip Mine, Rishadan Port and land destruction or targeting effects are used, but this makes Teferi's Response a good sideboard card, not more than this.

This card is extremely powerful. Imagine countering acidic slimes ability, then destroying it, and drawing two cards.
x4 sideboard card if I ever seen one.
