Not "strictly" better than krovikan fetish, @Test Subject. Imagine you have already 8 cards at hands if you play this. You will draw back to 8 when you play this, and be forced to discard at the end of your turn. With Krovikan Fetish, you will draw the card during the next turn, so you won't have to discard.
Or, if you or someone else got a mindslicer in play, that will surely pop this turn. With slowtrips you can rescue some carddraw. :)
