It seems this card needs some explaining. The effect for this guys kicker cost is not doom blade as so many of you seem to think. Its Dark Banishing which is a more powerful and more expensive card to play.
A "decent" casting cost for a red 1/1 is {1}{R}(a "good" red 1/1 would be {R} and a "great" would be a 1/1 with haste/fist strike/etc or a power of 2< with a reasonable additional cost). The casting cost for Dark Banishing is {2}{B}
Having a kicker effect amps cards by giving card or board advantage and so to balance that the cmc on most are warped.

Meh. A 1/1 with a semi-supported creature type that you can staple a Doom Blade to? Not bad but not groundbreakingly good either.

Ew. This card compares unfavourably to Heartstabber Mosquito, and that guy isn't exactly a powerhouse. I'm sure the Emissary got played in limited, because removal is removal, but it's hard to envisage a situation where you'd want to play it un-kicked. Even when you do kick it, a 1/1 on turn 5 isn't really useful enough to make this a real 2-for-1.

A 1/1 creature should not cost 2R. It should cost R.
If they didn't want the kicker ability used cheaply, they simply should have increased it to 3B.
They overcosted the useless CREATURE instead of modifying the kicker cost. (!)

Red card advantage is usually steeply priced. What not many have pointed out is, this gets around protection from black. Which is exactly the same reason I play Dark Temper in my Crosis, the Purger EDH. However, I'd be more inclined to draft this if it was at least a 2/1.
