This isn't a terrible card no matter what anyone says. It would be damn good in limited which means it's reasonable in casual.
3/4 flier for 4 that doesn't have a drawback in some decks. Not terrible. Not good of course.
Oh but it's RARE. Ok now I see why people are unhappy. Not a fun rare to get.

Back in the good old days blue was kinda limited in strategies with control being ther main focus so a 3/4 for {2}{U}{U} was kinda nice but now its a weak card if u dont use it in combo with Donate or bazaar trader

Decent for its cost as long as you tap out every turn anyway, but still not the king of efficiency.
Nowadays it seems we get a lot better for a lot less when it comes to creatures, but that's only to keep old players buying new cards.

Not at all. You still can't float mana past the end of a step, even if you don't take damage for the mana that goes away.

Don't you just love how nearly every single blue creature that can actually fight is either ridiculously expensive or has some crippling drawback that you'd never find on a non-blue creature with the same stats?
