Well, the card is interesting, but IMHO it's quite difficult to play.
If you are playing dredge and you are interested in milling yourself there are better option, and putting a creature into play means renimating some bad beasts from the graveyard, not cards like this; if you want to mill opponent only you need something to avoid its effect in your turn...

She was always good with Prosperity, and Minds Aglow is even better! You get to discard down to 7 before your next upkeep, but your opponents don't...
