This card is an excellent example of which colors hate which things.

Were RW a thing in Legacy; I imagine this guy would be in it. Easy restrictions to meet, "may" effect, up to 3 cards in one go, color light, etc.
If you can manage the land restriction it's fantastic in multiplayer; hence it's inclusion in Commander.
