This card is extremely powerful in a Horde of Notions elemental tribal deck but not so hot with Riku.

You're actually all missing the mark. Works best with Kiki-Jiki, Mirror Breaker. Kills two lands the turn it comes down and then another land every turn after.
Makes people scoop pretty quick, especially if you were able to accelerate ahead on mana.

He's no Avalanche Riders. Close, but no cigar. However, he's even more useful with Momentary Blink because if you blink him with the Evoke sacrifice trigger on the stack, you get to keep him; and kill another land.

The first time i saw someone use a blink to get around the evoke sacrifice, I thought it seemed a little fishy, but i let it pass. If you review the rules, specifically 702.72a, it's very clear that the sacrifice is PART of the casting cost, not a triggered effect. Failure to sacrifice the creature makes the evoke fizzle and the creature goes to the graveyard. It doesn't matter if the creature leaves the battlefield, it still must be sacrificed to fulfill the evoke cost. Any judge that misses this obviously hasn't read the rules closely enough.

Each CC is too expensive, even for a common.

No one mentioned Incandescent Soulstoke? Destroy a land and deal 4 trample to a player for a few mana? Seems legit.

How does this card interact with Horde of notions? Can you play it for it's evoke cost so you can easily use it like a machine gun? :) My intuition is that no, you can't play it for it's evoke cost as Horde says "play it" with no option to pay any cost.
