The wording, as it is here, makes it clear that to choose both effects, only one instance of the spell is being placed on the stack, and that both effects occur simultaneously. It prevents this card from occupying two spots on the stack - which COULD be important.

unfortunately, the way they designed most Weatherlight cards, you'd be better off making a functional reprint of all of them rather than get 'new art' or 'new flavor text' or even both. Instead of junking up the 'new cards' space with something they already had an awkward looking but finely playable card for, they gave those spots to some really cool new bombs, like that Storm Counter. They even did a whole new mechanic, Join Forces! say what you will about some of those cards, but Archenemy and Planechase got much less love than this set, and they already had a lot.

This would have needed a new artwork more urgently than Flametongue Kavu for instance if you ask me.
It's not bad, but it's so tied to the storyline from The Legacy (that was the name of the Invasion Block Novel right?).
