Has none of the flexibility of Raise the Alarm. And no, I don't really think the extra dude is worth and a speed downgrade.

I fail to see how this is not good. It's three creatures for one card with a very relevant and exploitable type. Rarely do I ever find myself in a situation where I would rather have one big creature than the equivalent amount of tokens. That's why, whenever I play mono-green, howl of the night pack is the finisher I play most of the time. I'd take it over primeval titan even (almost).
This has interaction with cards like soul warden, glorious anthem, odric master tactitian, the titular captain of the guard, and a host of other cards. It can even be replicated because it's not a creature (stretching it I know). This card is severely underrated.

In order to understand cards like this one, I have a question. Since Captain's Call is a Sorcery do the tokens come off the Battlefield at the end of the turn or do they become a permanent?
