Amusing when played with Aeon Chronicler the turn it comes into play and can hit immediately. As previously mentioned, it's susceptible to removal like most auras, and at such a high cost, it's not likely to sneak a hit or two before the enemy can react. These are two things that Rancor handles nicely. In Limited however, where games are longer and removal more sparse, this could easily take over games. Even the ability to draw an extra card per turn is highly relevant.
I hate to bring up Rancor all the time, but the reprint of this card in a CORE set makes all the difference when judging Auras. All the flexibility, utility and threat it offers for a single makes it hard for anything else to compete from an efficiency and risk standpoint.

Two words: Hexproof Creatures. Not too much that can be done about enchantment hate, but I find creature removal makes up the larger part what people main-deck. Of course, I use this in EDH, where all forms of removal are a lot more common, but sticking it on say, an Invisible Stalker, and you can still get quite a bit of mileage out of it.
Also, any Howling Mine/Temple Bell/Kami of the Crescent Moon-type effects make this a lot more powerful.

@Kiro - you're certainly right, and auras are certainly playable in some situations. The thing about them though is that they're usually build-around due to their inherent card disadvantage. For example, you *have* to put it on a hexproof creature, or you *have* to Duress your opponent first to make sure they can't remove the creature anytime soon, or you *have* to have counter mana up. The thing about equipment, and why it's generally preferred, is because despite their extra mana investment (typically just the initial casting cost; the equip costs are similar to auras that provide the same effect) they don't require nearly as much building around.
As for this one - great effect, but fairly expensive. I'd rather just run an Overbeing of Myth or similar. Strong pick in limited, but you want to be fairly confident that your creature will survive for at least a turn once you cast it, in order to neutralize the card advantage. Dispel is not a bad option in this case.

As with all auras that are vulnerable, it's best on Hexproof creatures. That said, white and blue have several 1-mana counterspells to save a guy and plop this down T6 instead.
Another option is to cast this at instant speed with Hypersonic, Anticipation, Alchemist's Refuge, vedalken orrery; and with anticipation and orrery, they curve right into it.
Then it's basically a cantripping card draw aura with the fat bonus; which makes it card neutral and pretty good!

Your Storm Crow is now a Sturmgeist but better ! (okay not quite the same but near enough. Extra draw vs. combat draw). If that isn't good enough for you then try it on Ascended Lawmage
