Can this card be used to counter a (summoned) Creature?
(After all, summoning or called a Creature card is initially a spell).

Great sideboard card. It out-counters Dissipate, it hoses Sphinx's Revelation, it stops Putrefy.

Yes this only counters "1/6 of all spells". However, there is 1/2 of times when your opponent can only cast spells that can be countered by Dispel (except for Boon Satyr, maybe), namely every one of your turns. Also, all counterspells are instant, and Sphinx's Revelation is so important it gets a special mention. As such, this is the number one card you want if you want to make sure you resolve a big spell, or that the combat goes exactly as you planned, or if all else fails, even just to make sure your opponent can never resolve a Revelation. This is one of the top sideboard cards in any blue decks in Standard.
