I'd usually play Rise over Fall, but they're both very good, and excellent in certain situations. I think Rise would likely be the best in Commander, while the sheer speed of Fall is good in a faster format.

My roommate absolutely hates getting this pointed at him. It almost always gets him to discard his Sorin Markov in his EDH deck.

Hymn to Tourach was a very nasty effect, and I don't think it was because it made people miss land drops. Fall is the closest thing we're ever going to get to the Hymn nowadays, and it's pretty darn close.

I usually play Fall, a turn one Appetite for Brains and a turn two fall is enough to seriously irritate my opponent.

Why is this at 3.8 while hymn to tourach is at 4.7? Sure, Fall is costed slightly different and might miss a land a bit, but it also has Rise for late game...

Its not even a sorcery/instant thing. People just really need that guaranteed card advantage.
