You cannot have no permanents in play if you have no lands in play, which means that your land has to choose itself. lands are colorless, but you cannot produce colorless mana with this land, so you could never tap it in the first place.

As for the card itself, really wish it had been reprinted with new art in From the Vault: Realms. As is that's a terrible crater.

This card is actually decent enough in Commander. In some ways, it's a lameish Command Tower.
Is it better or worse than City of Brass in Commander? It's actually really close as long as you are playing a colored that doesn't need to generate mana on Turn 1. or 2. or 3. It doesn't take too long to come up with permanents in Commander, and this is Exceptionally good with Hybrid and Gold Permanents, of course. :)
Alara Reborn's blade cycle (like Grixis Grimblade) is quite a fantastic place to look for enablers. the Borderposts and this and the Blades are like, made for each other.
