Seriously better than it looks. In an environment full of nasty artifacts like Swords, Batterskulls, Pods, and Golem tokens, and evil flyers like Delver, Drogskol Captain, Inkmoth, and Angelic Destiny, this is Mono-green's best friend. Why drop a Beast Within if you don't have to? Why not run both?
3.5 from me in general, but definitely a 4 or more inside standard.

@Majinara: it kind of depends on your meta, but I would never rate this card less than 3.5 for commander games.
For starters, dragons represent only a tiny part of all the flying commanders out there. There's also Kaalia, Vish Kal, Sharuum, Olivia Voldaren and any angels or demons, just to name a few. Secondly, you're not limited to commanders.
The artifact part is also great. I wonder how many games I've watched could have been turned with one well-placed artifact destruction spell at the right time.
Sure, you prefer your removal to be more versatile than this. The only removal spells I can think of in color that are strictly more versatile than this one are Desert Twister and Beast Within, but those are only 2. And who wouldn't like their removal to AT LEAST cantrip?

Favorite green common instant. The one way my casual elf deck ever loses is against a heavy lifelink/flyer deck, or against decks with swords and protection from green. Oh wait, never mind I will just run 4 of these and all problems solved. I was so stoked when I saw this as a spoiler, I wanted it more than any other card in the set >.>

This card reminds me of Dawnglare Invoker and Merfolk Skyscout. Above average cards that have amazing flavor text that has NOTHING to do with the art or the card itself. Are there any other cards like this?

There's an article floating around here in dailymtg.com that talks about how they needed to put this card in the file for green, but couldn't get particularly good flavor for something that broke artifacts but also something that destroyed (only) creatures that could fly. So they settled on this despite not being very happy with it.
I think they should have gone with a drop. call it "Precipitous Fall" or something like that, because if you drop something mechanical it breaks, and something flying has a long way to fall. Also it would need new art and flavor text. But let's face it, that flavor text is pretty much tacked on there.
