I bet that they originally tested this out as a Darksteel Ingot variant, but found it too powerful, so they settled for a cheaper colorless version. I'll take two free rolls a turn, thank you.
I guess this earns a 3/5, because it is amazing for Planechase decks, utterly mediocre elsewhere.

This is a fair, balanced card, like Command Tower. It's best used its native format and not elsewhere. I wasn't sure whether or not it was a Planechase auto-include, until I actually tried Planechase. Sometimes you just have to planeswalk away, and extra die rolls are welcome.

Pretty much autoinclude in any planechase deck, and it's not something that you need to take out in a non-planechase game (Command Tower), does it suck outside of planechase, well, yeah, but it's not completely useless

Never judge a card for it's worst instance. If you're going to downvote this card, do it because you legitimately believe it isn't good for your planechase deck. Don't downvote it because you're a "HURR NOT GOOD IN STANDARD DURR."
You're not going to downvote that Cavern of Souls just because you run an instant and sorcery deck, are you?
You're not going to downvote that Strangleroot Geist just because you play red white aggro (as opposed to green aggro), are you?
I'm glad for this card, I love it. Two mana accel is great, extra helping of planechase is even better (especially in planechase) And no, this is not strictly comparable to Command Tower because Fractured Powerstone will still give you mana when you don't play a planechase game, where command tower does not.
Also, AWESOME Thran reference. I'm totally digging this extra flavor from ancient sets.

Good! You're gonna need those rerolls. That planar die just simply never wants to planeswalk.

Much like Command Tower this is only useful in its native format. Unlike Command Tower it has another use as well.

Basically entirely thanks to this card being printed, I spent $15 bucks on Artifacts Cycle pt. II because the word 'Thran' in the flavor text reminded me 'HEY! Wizards wrote a bunch of books about Urza! I'mma go read that shit finally....'
So I didn't buy a Planechase 2012 deck, but add up the price of all the books and Wizards is going to make more money off of me thanks to this card than it will off that broken Strix or the Mythic Commanders lol xD
(Wizards- hint hint. Make 'Urza the Mad' or 'Urza the Artificer' or 'Urza the Self-Damned' or 'Urza the Stupidly Broken'. I think that a Planeswalker card of Urza can hardly do any more damage to ANY format's metagame than Jace, the Mind Sculptor, and unlike Jace, actually risking the metagame balance just because 'hey, people like Urza', makes MUCH MUCH more sense than doing it because 'hey, people like Jace'.)
Reason #1: Urza is the most important person in the Multiverse, and nothing should come between him and destroying New Phyrex... (see all)

the obligatory "only good in one format" card.

Since me and my friends don't believe in Sideboarding, I was trying to figure out whether this would be any use or not just sat in a conventional deck...
And really, if you compare it to Rampant Growth, it's not too bad if you're just looking for basic mana acceleration.
