If you were thinking of adding this card to your mono-Blue control deck, then you have bigger problems than this card as control is dead right now. However, in Limited this will be a nice trick and the card draw ensures its never a dead card. Still not a fan of the name though... seems a little forced to me.

This in a deck running goblin electromancer, guttersnipe,and blistercoil weird makes for a harsh environment. Also blustersquall is a perfect option to run along side it.

What is the ruling if the target is no longer legal when this resolves?
For example, if the target is unsummoned before this resolves?
Do you still draw a card?

Whenever I see this, I always think it's weak, but when it gets played, I always see it detaining some 8/8 or 5/5 with trample or something like that.
However, outside of limited, it isn't that good. Your opponent must have a creature out, no matter what.
