Well, it's an undercosted blue creature that trades a couple of 
s from it's CMC in return for being fragile. (see also: Gossamer Phantasm, Illusionary Servant, Phantasmal Abomination, Phantom Beast). The flavour here, though, is totally different from those illusions... fog is ephemeral, and I guess that this guy is meant to be the same way!
Interesting sidenote about Tahngarth's comment here - it turns out that this elemental has the perfect P/T to actually kill him! ...or was Tahngarth printed to die to Fog Elemental?? Hmmm...
