Returning it to the top of the library is actually a drawback. I think it's a trick to appeal to new players, as they won't think it's a drawback.

The usefulness of the ability scales with the usefulness of the card.
In this case, if you'd rather draw Dark Revenant over any other card in your deck, you've probably already lost.

If I read this correctly, with Athreos, God of Passage out, this can be stacked so that it comes directly back to your hand unless your opponent pays 3 life, in which case it goes on top of your library. Could be fun.
