Ironically better for the ninja precon that for the cascade precon, but oh well.

Now this is interesting. As a no-damage flier with a cheap regenerate cost, the ideal place to run this is a U/B control deck (or any U/B deck that wants to stall for time), but only if you aren't running reactive spells. Cascading into a counterspell is pretty useless, and since when does U/B control not run counterspells?

Still, I think there are certain combo decks that really ought to take a look at this dude. IN THE EVENT that you aren't running counterspells or other reactive instants (i.e, spells you don't want to cascade into), the card advantage here is actually really nice. He chump-blocks all day long, and he gives you a free spell when you cast him.

I think I'll be replacing this with a third Bloodbraid Elf in the precon deck.

I had this in hand quite a few times, but never found myself wanting to cast it over anything else, especially not a BBE.

For a four cost, two colored Will-o'-the-wisp, it's not that bad.

I like to think of the Alara Reborn developer team as two distinct groups: some of those people were clearly aware of the power of cascade, and they made this pretty balanced card; some other people completely missed it, and they made Bloodbraid Elf.

Let's compare the two, and see how much they missed! We assume this card is balanced. Will-of-the-Wisp is one mana. A 3/2 haste is four mana (Vulshok Berserker), and if you really push it you might be able to get a 3/2 haste for three, that's about as good as it gets. So Bloodbraid Elf was about two full mana too cheap, or maybe one-and-a-half if you find six mana a bit too steep a cost (see Enlisted Wurm). That's not quite as bad as Ancestral Recall (three mana too cheap compared to Concentrate), but it's kind of close.

I saw this card and basically had this reaction:
"Oh man, a cascade creature I don't remember from back when I used to play!"
"Oh man, it's a U/B bloodbraid, AWESOME!"
"Oh man, it's a flyer AND it regens!?"
"Oh....man. It's a 0/1."

Made a U/B pauper deck that involves discard and creatures with enter the battlefield effects and bringing them back to my hand. A bit expensive to recast, but it's guaranteed to either make my opponent discard, cascade again, or bring someone back to my hand to try again.
