Its cmc is too expensive for a 3/4. Its activated ability costs are too expnsive for shroud and minor damage. You end up paying a lot for a less when you play this card; red-blue has better creatures than this.

Izzet Reckoner here is definitely no match for Boros Reckoner but does have cooler looking art IMO. I think they could have let you use the Damage at a player and still kept it balanced at 5 Mana

4 stars add Could use Sac Ability damage against players
5 Stars add could give shroud to target creature
