I think this is supposed to be compared to Isperia's Skywatch.
However, Skywatch is common, and has Detain, which in my opinion, is better than Scavenge.

Whether you agree or not, you can at least agree that Detain really messes Scavenge up a lot!

1/5. A 3/3 flier for 6? Scavenge for 4? Overcosted and underpowered. The only use is to pitch to the graveyard for its scavenge cost.

Pretty sure these scavenge cards are so ridiculously priced is because of the Simic guild and all of its counter craziness. I mean seriously these two clans are like lovers.

How do you propose to get Herald of War in a Return to Ravnica draft deck??

I have already blocked out the idea that you COULD suggest running them both in a standard deck mentally, because that is a 2.0 star rating interaction;
Kitchen table jank interaction.

You'd run Increasing Savagery if you wanted to put counters on the angel.
That's even in the Innistrad Block, and is a 3.5 star interaction.

And guess what: Sigarda, Host of Herons is a good angel that is green and white, that would benefit from this.

There are no good black angels.
