Three mana in two rounds - that's a pretty solid ramp. Works perfectly in the Golgari deck, but should be a useful card in any 
deck.

when it says to return a land you control to your hand, does that mean you can pull a card that's in your graveyard back to your hand?

Very good to bring down the requirement for number of lands in your deck. With only this and a basic land in-hand, you can still start a game with 3 mana available by turn 3. You'll hiccup on turn 2, but it buys you a little bit of time.
