It's quite usable. In fact, you can use this after they play something with an Ancestral Recall effect and give them a bunch of useless crap.

The card seems very situational, but potentially powerful. I think the most obvious approach would be to Sinkhole (or whatever) all their lands, and then place non-land cards they've discarded back on top. The real question would be is if it is better than just playing more land destruction spells in your deck instead of Misinformation.

Why hasn't this been reprinted?
Reason to play this in R/B LD-deck is that eventually you'll have four lands out, play a Stone Rain and start wonder what you could do with that lone

Accompany them with a nice Mindslicer, some surgical extraction, maybe some gitaxian probes, spell pierce, and kill spells?
