Underrated in my opinion.
This guy is a late game card. Costing only two mana allows you to play him, and have enough mana available for counterspells. Saccing lands in that phase doesn't hurt much either, especially for an ability as powerful as drawing two of the three best cards on top of your library. And that's just when you slap him in an average control deck.
Other possibilities are:
- blue black reanimation decks, where you can draw three cards, discard a good creature from among them to reanimate it, and keep the other two
- threshold decks, since each time you tap the guy, your graveyard gets by 3 cards bigger
- crucible of worlds to simply replay the sacced lands
- decks where you temporarily steal other players lands. Like with herald of leshrac
- when you play with lands you don't mind beeing destroyed, like flagstones of trokair or riftstone portal

Perfect for a Land Tax, Scroll Rack control deck, with a crucible of worlds. Lock the game down and use Soldevi's ability to sac your lands to make sure the land tax triggers. And it whenever you use it youll draw 7 and discard 1 instead of just the usual draw of 4.
