I kind of hate this card. Why could the counters not stick around, like for Scars of the Veteran?

There are some goofy things you can do to make the counters permanent by moving them around. One example would be putting them on a creature with no other +1/+1 counters, then sucking them over to a Cytoplast Root-Kin. You can do similar stuff with Power Conduit and Simic Guildmage, probably some other stuff I missed.
Some more stuff that gets around the drawback of the disappearing counters one way or another:
Ghave, Guru of Spores can turn the temporary counters into permanent saprolings.
Ion Storm or Molten Hydra can turn them into burn.
You could also use this to draw cards with an under-countered Etched Oracle as long as it wasn't paid for with only colorless mana.

Because it was a young MTG team that didnt know what they are doing. I am sure they thought they had a well balanced cycle on their hands and this was a good card.

Coldsnap Theme Deck version simplifies this to Seeds of Strength, which misses out on the original (and current Oracle) version's interactions with -1/-1 counters and "remove a +1/+1 counter:" effects.

Not really a bad card. Can surprise the opponent, even when tapped out. Gives plenty of tempo. Not necessarily as good as Contagion and Force of Will, but still not bad.

@themlsna: You'd have to remove the appropriate number of counters from the creatures on which you put them, regardless of how you move them around afterward. That means if you put one counter on a Spike Drone, then move that counter, you'd still have to remove one counter from the Drone when required. The other counter still goes wherever you want it, but you'll likely have lost your Drone.
You could possibly avoid this fate by playing Spike Cannibal after playing this card, but it'd only be a gain if you weren't playing any other Spikes.

1.5! This card was in a deck that made it to the semi-finals in worlds in 97, but I guess that was a long time ago.

A great finisher card in Stompy decks. Pitch a Land Grant to it for a zero mana giant growth. A good card in the right deck
