@MANABURNWASGOOD: Because it's good in political EDH games, and most EDH games have more than two players. Your opponent doesn't have to destroy one of your creatures, you know...

Great card in multiplayer. Kill one opponent's scary-awesome Consecrated Sphinx, and ask a fellow opponent if he'd like to kill the Seedborn Muse over there too. An opponent means the diaochan controller isn't targeting or triggering a defending-player style. This is a good way to cut the knees of a combo or just to do WORK. Rings of Brighthearth, Shroud, Thousand-Year Elixir, Umbral Mantle, and all sorts of other synergies.
She's debatebly better just in a deck sporting red. Good red contribution to the card pool in EDH ;)

I'd like to point out that you can destroy one opponent's creature, and have a second opponent choose the other creature to be destroyed. This could very well end with the same person losing two creatures.

Contrarily to what some say, hexproof won't suffice to spare your creatures: you're the controller of Diaochan's whole effect, even though an opponent chooses the second target. Only shroud will do (or other ability such as protection from red; Akroma's Memorial is a tempting choice).

I can't see myself using her as a Commander. Giving her haste would be useful, though that would mean your opponent would want to choose her as the second target and push her back into the command zone unless you could make her hexproof/shroud/indestructible. And as a mono-red commander it's not that easy barring artifacts.
I dunno. I like her, she's very political and she'd be good in a deck - just not as a commander.

Lord_Demonico is right -- this is one of red's best Commanders, precisely because you can gang up on a player. The person who controls the creature you destroy, does not have to be the person you grant creature destruction to. Destroy one of Player A's problem creatures, then have Player B choose the second target after mentioning you'll ease up on them if they destroy Player A's other problem creature. Double Murder on a stick. What's not to love?
It's cool that Commander's Arsenal is basically a mass "Portal Three Kingdoms favorites" reprint. It needed to happen. :)

Interesting thing about her is that, unlike most other P3 personalities, she doesn't seem to be an historical figure; Chinese records of the time don't refer to anyone like her Romance of the Three Kingdoms de***ion. She's largely endemic to popular understandings/depictions of the Shu/Wei/Wu conflict (whether she ORIGINATED with RotTK, I have no idea), mostly to give Lu Bu more reason to betray Dong Zhuo.

Very pleased to see this at a reasonable $20 for a useful, interesting Foil Legendary. If I were building mono-Red, I'd think it worth it. As it is, I really want a Black-Border non-foil for my Nicol Bolas deck, and will probably have to wait until I can afford (singleton!) Shocklands in foil and not care before I can justify adding her :P

I'm not totally sure why she's in this set, as I don't think she's meant to be a Commander. But I do think she's meant to combo on turn 5 or earlier with Asceticism.
