say I am the controller of this card, opponent casts a spell and I counter it. Do they still have to pay the one?

Funny, it was never used when it came out. Really interesting how this format (EDH) resurrected cards that were never / rarely thought of. I guess that's why we like it.

Yes, in the same way if you have out a Angel's Feather and then you cast a white spell, and they counter it, you still gain the 1 life for the cast. The effect goes on the stack just after the cast spell does.

I hate this card, it's so OP. As revenge, I make its controller ask me if I'm paying every single time they want to draw. It says you MAY draw a card, so if they forget, I don't have to pay.

This is the only card that I hate not for its power level, but because of the attitude of the players who use it. Every time I cast a spell, they get that smug look of superiority as they ask me, "Did you pay an extra mana for that spell?"

Which is why I'm so glad they printed Notion Thief. Rhystic Study's draw trigger is optional so I'll never actually get a card out of it, but I love finally being able to say "Oops, I didn't pay an extra mana. Do you want to draw a card?"
