It even says 'May' draw a card, so you can't use it for milling. Like someone in RnD said "Careful, that thing almost has a use". And why pray tell is the harbor being guarded by some sort of... Panther... Gargoyle... Thing? The card would make more sense and possibly be useful if it fit the flavor text and demanded the attacked person -discard- a card.

So a 3/4 for cc4 in blue and white. It has reach ... in the two colors with the easiest access to flying. And if you attack, the defender gets a card. Is there any way this card is remotely good?

I'll show you how this card can be awesome when I play it in my white, blue, black, gargoyle deck that coincidentally shall have Underworld Dreams in it. Give Harbor Guardian an enchantment like, oh I dunno, Steel of the Godhead? And then attack.
Oh and you can add in Rule of law or the blue equivalent, Arcane Laboratory to make sure they don't get card advantage going on.

Stunningly bad and totally out of flavor.
White and Blue are the colors of flying and card draw, so "logically" this card does not fly (but has reach) and lets your opponent draw a card... huh? And what does any of this have to do with taxing people who visit the harbor?
