With the right set-up, this is "draw 2 cards and mill an opponen for 1". Would have been good in Llorwyn block, with the Clash and Kinship mechanics.

This card was quite good back in the days of Mirrage Block Constructed due to it's ability to deny a player his Tutor card (if it was anything but Vampiric, it was an instant draw 2 and a tutor deny). This card's rating is far too low for how powerful it really is; great way to take out Divining Top after they draw with it; it's not playable anymore outside of EDH (where two "Predict"s are quite useful).
