Both the flavor text and the card are amazing, and perfect examples of the Dimir mentality. The other guilds use their Keyrunes as weapons - the Dimir use theirs as a skeleton key.

This has an advantage over Invisible Stalker for being a cipher target because this survives a board wipe, unlike the Stalker.

Of course, like everyone says, it's the second best cipher target. However, in some cases it may actually be better than Invisible Stalker since it isn't always a creature - it can survive boardwipes!

Well, that sucks. Cypher will only work once on it and then it expires. What a waste.
