First things first: this is the part of Reds color pie following in Bazaar Trader and Dangerous Wager's footsteps that many of us are dying to see. the art, passion and drama rather than just FIRE BURN DIE.
On to the card... like Mad Prophet before it this card is crippled by being one colorless mana too expensive. Hell this could have gotten away with being {2}{R} or {1}{R}{R}.

Pay 5 mana (have 6 lands). Use a card. Tap the land. Discard a card. Draw a card. Draw something good but can't play it. Why have this card in the first place?

5 mana, plus effectively 1 mana a turn, just for a looting effect? Ugh. This card is garbage. And here I was hoping that Street Sweeper would actually get some good land auras to sweep. 0.5/5.

Obviously they were hesitating a lot when making this card. Anywhere cheaper, and it will be better than Desolate Lighthouse by a long run (Sure, this needs another card to work in exchange of 3 mana per activation).
What hinders cards like Mad Prophet from being playable is due to them being pretty vulnerable. With the quality of land destruction we have these days, this is more resilient than those before it.
And no, I don't have a problem with a "weaker" looting. The "discard first" clause reminds me of spellshapers I like to play with.

This is a terrible card and part of the reason I get upset at R&D sometimes. They seem like they would prefer to print terrible cards than do some extra work.
This card should have not seen print. It's not good even for the most casual player. If they are going to make an expensive card, make it worth while.
