What a great walker for R/G aggro! He complement creatures them in every way: He fetches them for you, he helps clear the board with them (in the process defending you, your creatures, and himself), and his ultimate is even reminiscent of Titanic Ultimatum!

He's def shorter than your average Planeswalker, as you see he's standing in front of a War Mammoth's remains. However, I believe they had irony in thought when designing this art. We all know big things often come in little packages, but I don't think that's the intended message. I think the underwhelming feeling he brings to the battlefield allows him some staying power, when/if that happens he can become VERY deadly obviously.. Perhaps the message and what he would say if he could speak was intended to be something like.. "Sleep on me if you dare, but if you do, I assure you that you'll never awake in this world.." :)

On paper he looks decent. Assuming your deck has 30 creatures out of 60 cards, his +1 mathematically nets you half a card and his -2 is removal. That's all the makings of a decent 3 mana planeswalker (see: Liliana of the Veil).
But the problem right now is that his +1 isn't reliable. While, say, Jace 1.0 or Liliana of the Veil +1 abilities are mathematically card parity, you know something at least will happen. With domri, you could get bad luck and +1 and whiff too many times.
His -2 is also reliant on having certain cards on the field. Obviously it's not hard to have creatures in play, but there will be times when you don't have any on the field, or your creatures are too small to kill a certain creature giving you problems.
Basically, he's a bit more luck based than your typical card. If there is library manipulation then his +1 becomes way better. Unfortunately with miracles in standard, there is no way we are getting anything close to Ponder until innistrad cycles out, at the e... (see all)

If you are running Gruul then you can run a deck that is 22 land/30 creatures/ 8 other and his +1 is a coin flip for draw power. in a non-gruul it is still good, it just shifts to about 1 in 3 chance. I run him in my RG werewolf deck that is 22 creatures. i have got him out 3 times. i have drawn 4 out of 5 times. that better then I expected. Dint underestimate him.

Sooooooo much kickass.
I wonder if this is one of the reasons they decided to ban Bloodbraid Elf in Modern. The synergy is intense. Domri on the board can help you determine what you Cascade into when playing Bloodbraid; putting Bloodbraid on the board can net you a free Domri, who can turn the Bloodbraid into a Thunderclap.
I wonder if you could play it with Hypergenesis.

Like all planeswalkers, he's not bad. Compared to most other planeswalkers though, he's not that good either.
The first ability will have a roughly one third chance of drawing you a card. And if it does, it also reveals the card, so your opponent knows what's comming (and can guess what's comming when you don't reveal it). And in two thirds of all cases, it does nothing.
The second ability is fine, albeit a bit narrow. To make good use of it, you'd need a creature that is larger than that of the opponent (ideally in both power and toughness, but at least having enough power for a kill). And the creature to kill must be worth it too. -2 is quite a cost for that ability.
The ultimate is of course great. It still requires you on having enough creatures in play (or on hand). Unlike the ultimates of a lot of other planeswalkers, this one has the risk of doing nothing at all. And requiring at least three more turns to get there, or four if you want to keep him alive after the ult, is quit... (see all)

This walker works best with timing. If you're at a creature-for-creature standstill, you can plonk Vaas down, take out a key critter, then have him recurring card advantage and steadily sniping your opponents summons every third turn. However, he seems almost perfectly balanced, ergo not worth most people's time.

I have many a time dropped a turn 2 Boros Reckoner, Loxodon Smiter or even a Flinthoof Boar followed up by this guy. His -2 clears the way and allows you to smash in. If your creatures has nothing sitting across from it, in a creature heavy deck you +1 and have a great chance of drawing another creature to play the next turn. I love this guy!
