I actually don't think that is that bad. If you are making a fairly ambitious four color Sliver deck in Sealed, this card will help you maintain stability. While not being able to pump up your other creatures stinks, just being a Sliver makes it worth having the additional mana over other bears.
Still, if you have actual Sliver cards instead of this, you should probably play them instead.

Yo dawg, I heard you liked sliver constructs... so here's a silver construct named Sliver Construct.

I'd rather throw in some Adaptive Automatons. Can't search for those with Sliver Overlord, and cards like Descendant's Path won't bring it out unless you already have one in play.

Stonework Puma is currently rated 2.537, while this is rated 1.629.
Now I kinda wanna make a colorless "sliver deck":
4 Metallic Sliver
4 Sliver Construct
4 Venser's Sliver
4 Adaptive Automaton
4 Brass Herald
3 Sliversmith
3 Coat of Arms
2 Riptide Replicator
2 Prototype Portal
2 Urza's Incubator
2 Doom Cannon
4 Cloudpost
4 Glimmerpost
4 Vesuva
4 Thespian's Stage
4 Mutavault
4 Buried Ruin
2 Rogue's Passage
