I think you guys are being way too harsh on the Steed. Yes, it's a bear with a drawback. It's far from unplayable in limited, where it fits nicely into any black agro deck. Most of the time you don't even notice the drawback because you've tapped it down to attack. Throw it in an agro deck to fill out your curve.

A 2/2 for {1}{B} is at common pushing the curve for black, this block is deliberately slowing the format to give the Monstrosity creatures relevance, thus the 2/2 for 2 has to have a drawback.

Okay... obviously it's no good. But... it's a HORSE that goes crazy when stuff dies and wanders off in the middle of battle to FEAST UPON ITS FLESH. That's AWESOME. It's like in Princess Mononoke when the two giant wolves are riding along with the wounded guy on his back and he falls off and the wolf turns around and starts chewing on him until Mononoke whacks him in the nose with a rolled up newspaper. 5/5 just for that.

This could actually be better than the generic bear if you have any enchantments or artifacts that read "Whenever this creature becomes tapped do something useful." This will be able to tap just by playing a removal spell and won't have to risk itself in combat. 3.5/5 for the potential to do something awesome.

We could make an entirely new type of bad card, but it'll disturb you more if we make yet-another-bear and then staple a horrible, cringe-inducing drawback onto it.
