Yeah, the card is crummy limited-only removal. But I would like to argue that it isn't AS crummy as some commenters have claimed. Specifically, I dislike when people assume the correct price for an effect is the cheapest instance of that effect ever printed. Flame slash was GOOD. Real good.
A better price point might be lightning blast. Except that is an instant that can also target players.
Mizzium mortars only hits creatures, but it is rare (and can be overloaded).
Chandra's outrage is the rarity and damage, but it has a more restrictive cost and extra perks (like being an instant). Likewise homing lightning.
So how much does 4 damage to a creature cost at sorcery speed at the common rarity? Less than 4, more than 2. Probably. Still, with the scry and anti-regeneration attached, this could have easily cost 4. Maybe 2RR. At least it's not pinpoint avalanche!
