I've used Reins of Power before, and mainly it was used as an expensive Fog. With this, it's like a fog + a one turn Moat? hahaha!
1 v 1: It stops the initial attack, and since they are not allowed to declare their creatures as attacking you again, they pretty much end the combat phase right then and there. Thought it won't negate the additional combat phases say if they have a Finest Hour or a Relentless Assault out. It swerves the attack only once.
Multiplayer: You'll make one of your other opponents a bit butt hurt when you manage to swing all the hate their way but, it's worth it. :D

@Majora_13: Your side use doesn't work. The first line of the card says you can only cast it on an opponent's turn.

Its either going to be an awesome combat trick or an expensive fog lol, I like it.

Wow talk about overly-complex wording. However, extremely useful in commander and probably only rated lower because of its lack of utility in 1v1 (makes me wonder if they should have different ratings for different formats, or at least commander). It should be an instant add to every blue commander deck. You can lead your biggest enemy into a false sense of security then BAM! have him take out someone else, or at least wipe his field and possibly another player's. Obviously next to useless in a 1v1 though.
