This triggers when spell or ability causes suffling of library. So the library is first suffled and then this trigger resolves putting card on top of the library.

At three mana it might be too expensive to cast to stop some of those pests but any lower and its super-bojanglers good instead of just bojanglers good.
Blood Moon is a kick to the balls for multicolored, this is the same for blue Blue. Now for three mana red enchantments to *** off the other colours.

Especially early on this can screw people up, as they are digging for lands. Though, at first, I think the card sounds more evil than it actually is. After all, it punishes each player, so each player gains some benefit in having four opponents slowed down.

Putting a card on top after the shuffling occurs doesn't incite a whole lot of panic with me. Maybe if you actually lost the card to the shuffle. I still really like this card, I just feel like red is less and less chaotic these days.
