Even if they don't have a single game breaking creature to play this on, this will annoy the beejezuz out of anyone.
Cheaper than counterspell, and it doesn't matter if you draw it after the fact.

Really really useful card, you can cast it on your first turn and handicap the Llanowar elf your opponent just played. I never saw someone pay for more than 5 turns anyway, 90% of them drop the creature on the first turn.

Ignoring the crazy things this can do, it's a simple as this. Removal in Blue. Not awesome, instantaneous, removal. But it IS removal. And it has synergies with other mono blue cards. (Paradox Haze, Fate Transfer, Psychic Venom) This card can easily find it's way in to a blue deck that was built by a black deck player. (Like me)

With Skull of Orm this can be quite handy. Early in the game you can knock out creatures cheaply with it, and then later on you can get these back for multiple goes.
