Just goes to show you - Wizards crippled the original Black Lotus to 1/3 of it's power and it's still getting 5 stars all over the place. Me included.
This card is an awesome design (as was his ancestor). Very clean, very elegant and at the same time very flexible. Plus the flavor is so right: the name indicates it's just a part of a Black Lotus (a petal) and so is the mechanic.
What really makes this card is the flavor text - an obvious reference to magic players paying thousands of dollars for a piece of cardboard. Wonderful!

Card disadvantage for 1 mana isn't great unless you're really desperate or there's some big gain (unlikely).
A good deck won't need these.
It's near useless if it's not in your starting hand unless you're running a combo/affinity deck.
In general about as good as Elvish Spirit Guide or Simian Spirit Guide.
Yes, those are only one color, but they're also creatures so they won't hurt as much if you draw them later on.
4/5, a good common, but definitely not the best.

this little Black Lotus even has a cantrip version, or something quite close to it.
either Chromatic Star, the slightly inferior Chromatic Sphere or the certainly inferior slowtrip version, Barbed Sextant. there's no two-drop artifact without an activation cost out there yet, though.

For green decks, Lotus Petal seems inferior to Elvish Spirit Guide. Elvish Spirit Guide isn't restricted in Vintage, whereas this card is, and Elvish Spirit Guide can't be countered by the likes of Force of Will, afaik, since you're not casting it when you add the mana to your mana pool - you're simply taking advantage of it's ability.
