Since nobody has said it- this is more like a small version of Disintegrate, not a bigger Incinerate. By limiting the damage output to 3, you get to save {1} on what that much damage would cost for Disintegrate. Still prefer Lightning Bolt in most cases. Regenerate isn't that common these days, and the exile effect only really matters in a reanimation-heavy metagame.

What are you looking for? The anti-regeneration effect or the exile effect?

Red Sun's Zenit
Yamabushi's Flame
Pillar of Flame
Magma Spray
those are the ones that I know. If you're looking for something else, then you should use the advanced search...

It's useful against reanimation decks, but in general i'd prefer paying less by playin Incinerate instead.

wasn't there a card in Shards of Alara that did the same thing, only for 1 damage? seems like a great effect to slam on Incinerate. If I'm going to be playing something other than Lightning Bolt, I want all my bases covered. Needs uncounterable.

yeah I'd rather pay one more and take down a larger creature with the carbonize as a combo with a throw away creature. you can get rid of a 5/5 by blocking with a cheap 2/1 and for the extra one you get exile. Usually worth the mana. Especially against black decks
