I have three or four of these in my scarecrow deck, and they work wonders, especially in conjunction with Wicker Warcrawler and Cauldron of Souls. I made a 12/15 Painter's Servant with these stupid things once.

This card is great! If you are playing a modular deck, it is your best friend. I need say no more. It provides the best reason to use cards with Sunburst; they tend to have abilities activated by removing +1/+1 counters, and this can, for example, keep your Suncrusher an 8/8 while you kill creatures with it, and you'll still be ready to romp-a-domp with it when all the opposing creatures are gone. Also good for beefing up weak 1/1 artifact creatures early on to gain an advantage. Even in a non-modular deck, this can make your pathetic turn-1 drops into beatsticks over time, since your opponent's creatures DON'T grow. Fantastic.

@Ace8792
Deathbringer Thoctar isn't an artifact creature.
Try Darksteel Reactor + Paradox Haze for some quick wins.

this card is the backbone of any modular sunburst or just plain ol' artifact deck. prettymuch every card in the sunburst theme deck can be boosted by this card. having 4 in your library is just plain evil.
